Description
The purpose of this amendment is to add the following deliverables/technical requirements and evaluation factors: 1. The IRS provides.wma files for captioning and transmission. In order to provide flexibility over the course of the contract period, the vendor shall also be able to accept other industry standard video or audio formats as necessary, such as.wmv.; 2. The IRS receives returned captioned files in.smi format. In order to provide flexibility over the course of the contract period, the vendor shall be able to return files in other industry standard output formats such as Flash (DFXP output for Flash CS3 or CCforFlash caption component,.XML for Captionate.FLV integration,.XML for RITS’s caption component), YouTube (.SRT), QuickTime (QT.TXT and.SMIL), Windows Media (.SAMI and.ASX), and Real (.RT and.SMIL).; 3. The vendor shall return files bearing the same identifiable program file names as those submitted by the IRS.; 4. The vendor shall establish a HTTS or HTTPS location which will be used to upload files from IRS to the vendor’s host site. The vendor shall also establish a secure means to return data files to IRS, with IRS acting as the client. The vendor shall ensure that all files received from and returned to IRS are protected from public disclosure. All data and network security arrangements must be pre-approved by the COTR. The Government intends to award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Demonstrate how it will meet or exceed each of the deliverables; 2. Demonstrate the transfer of a test file between Counsel and vendor using secure file transfer procedures, and providing captioning and transcription, according to the specifications; 3. Past Performance – Vendor must provide three (3) references of same/similar services that the Government may contact; and 4. Price The period of performance is September 30, 2010 – September 2011 with four (4) option periods. All quotes must be received no later than 4:00 pm (Eastern Standard Time) September 28, 2010 to Internal Revenue Service (IRS), Office of Business Operations, Attn: Sharlene Hagans, 9th Floor, 6009 Oxon Hill Road, Oxon Hill, MD 20745, via fax on (202) 283-1365, or via email to Sharlene.a.hagans@irs.gov (email quotes are preferred). All communications concerning this amendment must be in writing and received by 3:00PM (Eastern Standard Time) no later than two (2) calendar days after the publication date of the notice.
