- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The U.S. Army Corps of Engineers, Northwest Division, Portland District, is working with the City of Portland, Bureau of Environmental Services to design and install an open bottom concrete arch culvert at Buffalo Slough and NE 33rd Avenue. A feasibility study to improve fish and wildlife habitat for the Columbia Slough, a Section 1135 Restoration Project, was completed in July 2001. The recommended action for the Buffalo Slough Reach is to improve hydrologic function at the site by removing an existing 48 inch diameter culvert, located under NE 33rd avenue, and replace it with a new culvert that would allow the reach to remain hydraulically connected at low water surface elevations. The new open bottom culvert will allow unrestricted high and low flows and shall have a terrestrial animal passage incorporated into the design. The re-contoured road prism will be re-vegetated with Native Riparian species. Storm water treatment for the roadway will be accomplished by the installation of flow-through planter boxes. New concrete sidewalks and bike lanes will be incorporated into the stream crossing. The site contains extensive municipal utilities. A 10 gravity sewer line will be lowered for 450 linear feet requiring the installation of two new manholes. A 12 pressure sewer, a water main, a gas line and numerous communication lines will have to be managed during the construction. The contractor shall also be responsible for providing and implementing a comprehensive shoring plan and a de-watering plan, as well as a traffic management and safety plan.
