- The National Aeronautics and Space Administration (NASA), Marshall Space FlightCenter (MSFC), intends to negotiate with Science Applications International Corporation(SAIC) only, for the potential extensions listed in the last paragraph below for thecontinued provision of Agency-wide Information services, Integrated Enterprise ManagementProgram (IEMP) Integration services, and NASA Data Center services under the UnifiedNASA Information Technology Services (UNITeS) contract NNM04AA02C. SAIC is currently responsible for providing a variety of critical support services in thearea of information technology (IT) as prime contractor for the UNITeS contract. Specifically, the areas supported include:A.Agency-wide Information Services (PWS Section 3.0): The contractor isresponsible for providing support for Agency-wide Applications, Digital Television, ITSecurity, Data Center Services, Russia IT Services, Wide Area Network Services (via theNASA Integrated Services Network (NISN), Systems Administration and Operations, CustomerSupport, Integrated Service Delivery, Mission Engineering and Network Management, LocalArea Network Engineering, Network Security, Business Studies, Science and EngineeringWorkstation Procurement (SEWP) Support, NASA Chief Information Officer (CIO) Support, andInformation Technology Communications Directorate (ITCD) Support.B.Integrated Enterprise Management Program (IEMP) Integration Services (PWS Section4.0): The contractor is responsible for providing support for IEMP Integration, ModuleProject Support, and Operations and Sustaining Support.The UNITeS contract is currently set to expire on January 31, 2011. Specifically it isanticipated the following areas of the UNITeS contract may be extended as describedbelow:Integrated Enterprise Management Program (IEMP) Integration Services covered inPerformance Work Statement (PWS) section 4.0 (with the exception of 4.3.6), by theaddition of four 1-month options to accommodate completion of the Enterprise ApplicationsService Technologies (EAST) acquisition and phase-in activities. Other Agency-wideapplication projects such as support for the NASA Supply Management System (NSMS), WebTime and Attendance Distribution Systems (WebTADS) and NASA Acquisition Internet Services(NAIS) covered under PWS 3.1 and support of Agency Secure Authentication Services (whichincludes a number of applications which fall within the NEACC's ICAM line of business)covered under PWS section 3.3.5 will also be covered by the addition of the same four1-month options. Agency-wide Information Services, covered in PWS section 3.0 (excluding PWS sections 3.4(with the exception of 3.4.2.c and 3.4.3), 3.13, and 3.15), through May 31, 2011, with anadditional three 1-month options, to accommodate completion of the NASA IntegratedCommunications Services (NICS) and Agency Consolidated End-user Services (ACES)acquisitions and phase-in activities. PWS section 3.4.2.c will be transferring to theACES contract.Minor portions of the UNITeS contract associated with the NASA Enterprise Data Center(NEDC) (PWS section 3.4 (excluding 3.4.2.c and 3.4.3) and 4.3.6) will be further extendedthrough September 30, 2011, with the addition of two 3-month option periods, toaccommodate these acquisition activities.PWS Sections: 2.0 PROGRAM MANAGEMENT, 3.0 - AGENCYWIDE INFORMATION SERVICES, 3.1 -AGENCYWIDE APPLICATION PROJECTS, 3.3.5 SECURE AUTHENTICATION SERVICE, 3.4 - DATA CENTERSERVICES, 3.4.2.c CONSOLIDATED ACTIVE DIRECTORY, 3.4.3 NETWORK SERVICES, 3.8 INTEGRATED SERVICE DELIVERY SUPPORT, 3.13 BUSINESS STUDIES, 3.15 NASA CIO SUPPORT,4.0 IEMP INTEGRATION SERVICES, 4.3.6 INFRASTRUCTURE SUPPORTThe Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 8, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84(Alt.
