- The purpose of this amendment is to extend the response date to no later than 8:00am EST, September 28, 2010. Response date for questions is extended to no later than September 24, 2010, 4:00pm EST. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number 218783 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 2005-40. The NAICS code is 561621 Security Systems Services (except Locksmiths) and the small business size standard is $12.5 million. This requirement will be unrestricted. Interested sources should provide a capability statement demonstrating ability to provide required maintenance based on the attached Statement of Work, as well as resumes for Key Personnel and up to five (5) references for current and/or past performance. All responsible sources may submit a proposal which shall be considered. Award will be made on an all or none basis. The Government will award a firm fixed price contract. The Government will not be responsible for any costs accrued or incurred in response to this solicitation. Due Dates: All interested parties must provide proposals/proposals to Siobhan E. Mullen via email address -- siobhan.mullen@usss.dhs.gov no later than 8:00am EST, September 28, 2010 to be considered for award. All questions regarding this RFQ should be submitted in writing to Siobhan Mullen no later September 24, 2010, 4:00pm EST. When emailing responses, please reference "RFQ 218783 - barrier maintenance" in the subject line. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Format for proposal: •1. Technical Proposal •a. Fulfillment of Statement of Work •b. Key Personnel •2. Current/Past Performance •3. Price (in format provided) Contractor Information: 1) Provide the name, title, telephone number, fax number, and email address of the point of contact. 2) Provide the nine-digit DUNS and the nine-digit TIN. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS specified. The Taxpayer Identification Number is necessary for electronic payment. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. 3) If you have not completed the annual representations and certifications electronically at http://orca.bpn.gov, please fill in the representations and certifications in the Solicitation. If you use ORCA, then do not fill out and sign those pages. Evaluation Criteria Fulfillment of Statement of Work is greatest in importance. The Government will award an order(s) resulting from this RFP to the responsible offeror whose proposal, conforming to the RFP, will represent the best value to the Government, price and other factors considered. Adjectival ratings may be used as a guide in evaluating and comparing offerors' technical proposals. However, the offer with highest technical score may not be selected for award. The Government will determine if any additional technical merit in a given offer warrants any additional cost. Similarly, award may not be made to the technically acceptable, lowest priced offer. Price shall not be so controlling to preclude award to an offeror whose technical superiority warrants the additional cost. The Government intends to evaluate offers and award an order without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
