Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. American Ordnance (AO) Engineering Field services are required to help in the design and construction of an FY 10 ARRA (American Reinvestment and Recovery Act) funded ECIP (Energy Conservation Investment Program) Army project at Iowa AAP. Request Purpose: This Purchase Order is required for AO to provide Engineer field services to help with design on Project No. 72869 to design & build a geo-thermal well field to heat and cool portions of Building 100-101. AO is presently the operating contractor at a government owned Army facility. AO presently provides all the operation and maintenance for all production at the facility and are the only logical private party to help locate utilities in the field, provide engineering information on existing interior building utility systems and existing energy usage data, and alleviate contract problems with personnel schedules in the secured building locations. AO has many qualified, available engineering personnel who can assist the Omaha District on very short notice. They are all located within the ammunition plant and have the appropriate security clearances and can therefore provide immediate engineering services as the need arises. Funding: The Procurement PRC is not to exceed $10,000, and is to be used to provide Engineering services. Services are to be provided on short notice: on-call type of services to be managed as they arise during the design process. Scope of Work: AO Engineering expertise is required to help the Omaha District Corps of Engineers with design issues occurring in the field at Iowa AAP. -Supervision and administration is required from PM at AO. -Environmental engineering expertise with operations is required at times. -Operations and Maintenance labor is also required to locate utilities in the fields and provide as-built information to resolve certain unforeseen issues in the field. -Design review and coordination meetings attendance is required of AO. This purchase order work effort is for the Reduce Electrical Energy Usage Building 100-101 design/build project contracted with ARRA Funds.
