Description
TITLE: FA4809-10-Q-6015, Sole Source Acquisition for the purchase of TC-Max tool tracking software. The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Snap-On. Required items to be purchased for the purchase of the TC-Max tool tracking software. Materials included are as follows: a.) 100 seats of TC MAX software to be used on 100 computers b.) SQL server for the use of the TC MAX software c.) Training in order to use the TC MAX software. The TC MAX software is the only program that can control and manage tools and equipment IAW AFI 21-101 tool accountability. It is a proprietary product of Soaring Software who has proprietary rights to all software, software maintenance, and specifications for this system. Snap on Tools is the only atuthorized distrubutor which can provde this tool tracking software. Manufacturer: Soaring Solutions This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 28 Sep 10 at 3:00 P.M. Eastern Standard Time. The anticipated award date is 30 Sep 10. For information regarding this purchase, please contact SrA Aaron Caraway at (919) 722-1732 or A1C Andrew Hostetter at (919) 722-5408. APPLICABILITY OF AUTHORITY: Request award of this requirement to only one responsible source. The installation of this specific software will reduce overall maintenance, repair, and operations (MRO) expenses resulting in maximum efficiency. The TC MAX software is the only program that can control and manage tools and equipment IAW AFI 21-101 tool accountability. The AFI 21-101 requires that the program track the issuance and receipt of all assigned tools, track authorizations/restrictions for special tools/equipment, track CTK and Support Section inspections as a minimum, track spare, lost, and damaged (removed) tools, develop and manage tool/equipment inventories, develop and manage deployment kits (import/export). TC MAX is the only software that is programmed to import the current TAS data within minutes which eliminates the task of having to load thousands of tools and equipment as well as the personnel and status. The program also needs to account for all tool kits, tools, and dispatchable equipment at the beginning and end of each shift, and the location of all items signed out must be tracked in the tool control program. 100 seats are required to be distributed to the support sections where tools and equipment are stored and inventoried. The SQL server must support and run the software efficiently without slowing down the process. All hardware associated with this purchase must be Trade Compliant. There cannot be any parts made in China for use on Air Force networks. Training will be required for anyone using the tool control software who works in the support sections. Snap-On is the only source that sells the software along with the SQL software and will provide the training to use it. Soaring Solutions who makes the software and server only distributes to Snap-On and will not sell via open market channels. TC Max was given a Certificate to Operate on February 26, 2009. This CTO allows the software to be installed on the Air Force Base Network. TC Max is now the standard tool control software for AMC, AFRC, and ANG.
