Sources Sought Notice Title- Chamber and Valve Assembly, Explosive Loaded MK 5 Mod 2 Manufacturing and Loading Classification Code: 1356- Purpose The Naval Undersea Warfare Center (NUWC) Division Keyport is hereby conducting a market survey of all potential sources of Chamber and Valve Assembly (C/V) Explosive Loaded MK 5 Mod 2 to support the MK 48 Torpedo program. The intended use for the information is to assess interested parties and gain a budget estimate for future requirements, since the previous procurement of C/V assemblies was prior to 1990. The Government is only looking at having the vendor manufacture the chamber and valve assembly. The explosive items will be provided as GFM. Vendors shall have the capability to safely handle explosives for this effort. This market survey shall in no way bind the Government to offer contracts to responding companies. Description Seeking potential vendors to manufacture the chamber and valve assembly in accordance with drawing 6558157 revision A and Notices of revision 48 NUWCK-7024-01, AND 71 Production Specification WS 15084D and all associated drawings. The Initiating Propellant PN 2508738 (and associated drawings) and MK 288 Mod 1 Igniter assembly PN 6105392 (and associated drawings) would be provided as Government furnished material. Vendor would install this GFM into the manufactured chamber and valve assembly per the WS 15084D Delivery to the Naval Undersea Warfare Center would be carried out on government bill of lading. Additional Standard Specifications may apply as follows: Initiating Propellant PN 2508738 and MK 288 Mod 1 igniter assembly PN 6105392 will be provided as GFM; Quote quantities 300-500, 501-700, 701-1000; Mil-I-6866 (ASTM E1417-95a) Mil-I-8950 (ASTM E2375) SAE AMS 3651 (SAE AMS 3652, SAE AMS 3667C) QQ-W-390 (ASTM B 166) Mil-S-22473 (ASTM D 5363) MS35206 (AIA/NAS NASM35206) MS21046 (AIA/NAS NASM21046) Mil-I-43553(A-A-56032D) MMM-A-130 (A-A-1936A) The vendor will perform all explosive processes in accordance with safety specifications noted in drawing 6558157, WS 15084D, and DOD 4145.26M for Class C explosives. Vendor would provide a certificate of conformance that all the drawing and specification requirements are met. Equivalent commercial environmental test standards will be considered. Responses Responses to this RFI should include supporting materials that provide a demonstration of your company's capabilities and experiences. For costs, please provide any applicable quantity discounts. The following information is requested (please indicate if the information is an estimate or actual). 1. Vendor to provide budget estimated for qty 300 -500, 501-700, 701-1000. 2. Unit Price for quantities above for vendor to perform acceptance testing per WS15084 paragraph 4.2.3. 3. Unit price for quantities above for Government to perform acceptance testing per WS15084 paragraph 4.2.3. 4. Lead time for system delivery in lots of 300 5. Vendor to identify if Small Business, Woman Owned Small Business, Service Disabled Veteran Small Business, Emerging Small Business. NUWC Keyport request your response by 10:00 am Pacific Standard Time on 15 November 2010. Submissions will be accepted after this date but feedback may not be as timely or contribute to NUWC Keyport's strategic planning. Information provided will be treated as "Business Sensitive" and will not be shared outside of Government activities and agencies without permission of the provider. NUWC Keyport may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
