- THIS IS A SMALL BUSINESS SET-ASIDE The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) intends to award a firm fixed price purchase order to support the requirements for the project entitled, "Policy Evaluation Guide for Injury and Violence Prevention." This acquisition is a total small business set-aside that is to be competed in accordance with FAR Part 1. The proposed NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services. Background and need: Despite the fact that many injuries and acts of violence are preventable, they continue to be the leading killer of Americans in the first four decades of life. In 2005, more than 173,000 people died from unintentional and violence-related injuries and nearly 30 million people sustained injuries serious enough to require treatment in an emergency department. Many injured people are left with long-term disabilities. The total lifetime costs associated with both fatal and nonfatal injuries is estimated to exceed $406 billion. CDC's National Center for Injury Prevention and Control (NCIPC) identifies risk and protective factors for injuries, develops and shares prevention strategies and supports organizations and individuals working to do the same. The development and implementation of policy strategies are key in addressing injuries and violence prevention at a population-based level. More research is needed in some injury and violence prevention areas where policy strategies are being used but may not have a sufficient evidence base. This project will create a guide for policy evaluation of injury and violence prevention policies that will support CDC's focus areas of supporting state and local health departments and promoting health policy. Project Objective: The purpose of this project is to create a policy evaluation guide for injury and violence prevention policies. The guide will enable the CDC/NCIPC to evaluate federal and state policies and will allow CDC/NCIPC to better advise and assist states and partners in their efforts to evaluate health policies. Scope of Work: The contractor shall create a policy evaluation guide which incorporates "best practice" policy evaluation information, specific to public health policy where the science is available. The guide shall include recommended process(es) for assessing policies that can be used by NCIPC, its partners, and its grantees. The period of performance shall be 12 months. Request for Quote (RFQ) number 2010-Q-13051 will be issued on or about October 12, 2010, through the Federal Business Opportunities website at http://fedbizops.gov. Interested parties must respond to the RFQ in order to be considered for award. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the RFQ or any of its amendments. It is the offeror's responsibility to monitor FedBizOps for release of this acquisition and any amendments.
