Description
Currently, there are approximately 3,000 AARA-awarded NHSC Loan Repayers. BCRS will hold four support seminars in four distinct geographic areas of the country that are 3 days, 2 nights in duration. The support seminars are a primary tool for the retention of health care professionals. BCRS anticipates that the estimated number of AARA-awarded NHSC Loan Repayers will increase by at least 10%; therefore, it is not possible to accurately estimate the costs for the four support seminars with a reasonable degree of confidence given this unknown factor. In addition to entering into a firm fixed price contract, we are required to provide the actual number of NHSC Loan Repayers that will attend the support seminars and given the unknown number of NHSC Loan Repayers that will attend the support seminars, it is not feasible to enter into a firm fixed price contract. Also with a firm fixed price contract, we are more prone to pay an attrition fee because the number of NHSC Loan Repayers attending the meeting is less than we anticipated. A cost plus award fee is appropriate and would be more cost effective in permitting equitable and sensible payments for the required work because it will allow the Government to only pay for meeting space and reserve sleeping rooms for the actual number of NHSC Loan Repayers registered for each seminar. In addition, only a small fixed fee is applied to the contract and a higher award fee, which is dependent upon the contractor's performance.
