Office: Health Care Acquisition Activity/Medical Information Technology Contracting Cell Location: Fort Sam Houston, TX Notice Type: PRESOL Synopsis The Health Care Acquisition Activity (HCAA), Medical Information Technology Contracting Cell (MITCC) plans to issue a solicitation for small businesses via the Army Single Face to Industry Website (AFSI) at http://acquisition.army.mil/afsi in support of the Project Manager, Medical Operational Data System (MODS). The Medical Operational Data System (MODS) is Department of the Army Surgeon General (DASG), government owned contractor operated (GOCO), Mission Essential information system in the sustainment life cycle phase with periodic modernization initiatives. Within the Defense Business Enterprise Architecture (BEA) and within the four Military Health System (MHS) Enterprise Architecture processes, MODS strategically aligns in the Human Resources Management (HRM) primary mission area. MODS management includes use of evolutionary acquisition strategy, spiral development engineering strategy, and modular contracting. MODS major customers are the US Army, its Major Commands, Direct Reporting Units, the US Army National Guard, and the US Army Reserves. It is the intention of the U.S. Army to maintain an existing organic government capability to administer system, server, and databases; adapt capabilities to the current level of service; adapt appropriate technology refresh; develop modernization initiatives; establish ad-hoc cross-application query capability, perform configuration management of requirements; and provide clear and concise documentation and data rights. The purpose of this acquisition is to provide technical and program support services to the MODS Program Management Office (PMO)and the U.S. Army Surgeon General located at Falls Church, VA, as a mechanism to facilitate the growth of government capabilities over time. Contractors should possess a requisite knowledge of and have proficiency in HTML, viewers, and browsers and be familiar with reference materials related to MODS information, processes, and procedures and have a thorough understanding of desktop hardware/software and Microsoft.NET framework. In addition, contractors should possess all required experience, technical knowledge, and qualification credentials necessary to meet the task requirements. The solicitation will be for the MODS database management and enterprise modernization and development. It is anticipated that the RFP will be released on or about October 9, 2010. The contract will be Indefinite Delivery Indefinite Quantity (IDIQ) with a seven month base period and four (4) one-year options. A single award is contemplated. This acquisition is a small business set-aside (NAICS: 541511, Custom Computer Programming Services, size standard $25M). Generally, the primary work location for this contract will be at the Pentagon and the contractors facility. Other program work locations and associated travel, will include, but are not limited to, Falls Church, VA and San Antonio, TX. All contractors who provide goods/services to the Department of Defense must be registered in the Central Contractor Register (CCR). If you are not registered in CCR, you cannot be awarded a DOD contract. The internet site for registering in the CCR is http://www.ccr.gov/. You may also contact the CCR Registration Assistance Center at 1-888-227-2423, customer service, and request the registration form and assistance packet for completion. This solicitation will be issued electronically in accordance with FAR 4.5, 5.102, 6.203, 15.205(a) and 19.202-4; therefore, hardcopies will not be provided. NOTE: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of it.
