Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to an Automated Cell Processor for the U.S. Army Institue of Surgical Research (USAISR), 3400 Rawley E Chambers Ave, Fort Sam, Houston, TX 78234. This is a combined synopsis/solicitation; no solicitation will be released for this requirement. When submitting proposals for this requirement the control number will be W81XWH10T0653. This is a full and open competition, NAICS code is 339112, with a size standard of 500 employees for this procurement. The anticipated contract type of this requirement is a Firm Fixed Price (FFP). Request for Quotes received for this must be for the entire requirement. No partial offers shall be accepted. Brand Name or Equal, FAR 52.211-6: MFR is Haemonetics Corporation, Part Number is ACP-215. All contractors submitting offers must comply with ALL of the Minimum Essential Characteristics. Minimum Essential Characteristics: 1) Must be able to automatically process and freeze red blood cells for extended storage capabilities, 2) Must be a closed Processing device, 3) Must have FDA 510(k) approval, 4)Must be able to extend the shelf life of thawed blood from 24 hours to 14 days, 5) Must use an automated glycerolization and deglycerolization process. 6) Must have a physical size of 24x24 or smaller in size, 7) Must store red cells in additive solution after thawing, 8) Must have contain 80% of the red blood cells after deglycerolization as that of the original unite of blood, 9) Must have the same expected post-transfusion survival and provide the same physiological benefits as liquid RBCs, 10) Must be 110V. The Government retains the rights provided in FAR 52.246-4 Inspection of Services Fixed Price. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. This synopsis/solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 2005-38. Applicable are the following: FAR 52.212-1 Instructions to Offerors Commercial Items, A completed copy of the provision at 52.212-3 Offeror Representations and Certification Commercial Items, must be included with the offer. 52.212-4 Contract Terms and Conditions Commercial Items, 52.217-5 Evaluation of Options, 52.217-8 Option To Extend Services, The clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition including 52.203-6 Restrictions on Subcontractor Sales to the Government with Alt I; 52.219-14 Limitations on Subcontracting; 52.222-19, Child Labor--Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. 52.212-2 Evaluation Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical, 2. Past Performance, 3. Price, Technical and past performance, when combined, are more important when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) The clause 52.216-1 Type of Contract - The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. A completed copy of the provision at 52.209-5 Certification Regarding Responsibility Matters, must be included with the offer. The DFARS clause 252.212-7001 Contract Terms and Conditions. Defense Acquisitions of Commercial Items applies to this acquisition including 252.225 -7001, Buy American Act and Balance of Payment Program.
