Description
INTRODUCTION The Department of the Navy, Naval Air Warfare Center Training System Division (NAWCTSD), Orlando, FL, is seeking information for potential sources to provide for the production and delivery of aviation technical training products. This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of potential offerors (including the following subsets, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses) to provide the required products and/or services. TIMEFRAME It is anticipated that award of this contract will be November 2011. The Government intends to procure specific training products for a period of five years following award. Requirements awarded under the contract will have separate delivery dates that could extend as long as 24 months. PLACE OF PERFORMANCE: The majority of the products may be developed at a location of the contractor's choosing, unless otherwise noted. The Government may require that a small percentage of the products be developed On-Site at Patuxent River, MD (Government Installation). THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT BACKGROUND Previous contract for this work was under the TSC II, Lot II, environment with a CPFF delivery order and ceiling upwards of $120M for five years. ACQUISITION APPROACH The Government anticipates that the program requirement will be fulfilled via a competitively awarded C-type contract. The Government anticipates a Cost Plus Fixed Fee contract type. The Government intends to award to the offeror submitting an acceptable proposal that represents the best overall value. ESTIMATED DOLLAR VALUE The total estimated cost for all products procured under this contract is $240M. PROGRAM DESCRIPTION This program provides for a synergistic approach and emphasis upon aviation technical training product development. This program not only addresses emerging platform and system training product development requirements, but also allows for aviation technical training source media into existing platform and system training products. This program provides for integrated product development of aviation technical training related products, foreign military sales and domestic, for the DoD and associated Government Agency, aviation platforms and systems, ancillary systems, and support systems. The overall program objectives are directed towards the production and delivery of effective aviation technical training products including Web-Based Training (WBT), Computer Aided Instruction (CAI), Interactive Courseware (ICW), Interactive Multimedia Instruction (IMI), Instructor Led Training (ILT) Events, Part Task Trainers (PTT)/Desktop Simulations, Electronic Classrooms and Learning Centers, aviation technical training documentation and source data production to include weapon system maintenance and operations training manuals, Airworthiness/Flight Clearance products (Interim Flight Clearance, Naval Air Training and Operating Procedures (NATOPS) and Naval Aviation Technical Information Product (NATIP)). These products will be developed in legacy as well as emerging formats that support the migration of products into state-of-the-art technologies (e.g. Extensible Markup Language (XML), Interactive Electronic Training/Technical Manual (IETM), S1000D and Electronic Performance Support System/Performance Support System (EPSS/PSS). REQUIRED CAPABILITES Vendor has current resource capacity to successfully develop and deliver approximately 60 or more training products simultaneously for operator and maintenance training on fixed and rotary wing platforms, from simple to very complex and lasting from three to 24 months. Vendor approved accounting and purchasing systems for cost type contract. SPECIAL REQUIREMENTS Vendor shall have a Facility Clearance Capability and Safeguarding Level up to the Secret level. ELIGIBILITY The Product Service Code (PSC) is 6910. The applicable North American Industry Classification System (NAICS) code for this requirement is either 541330 or 541511. This Sources Sought notice will be posted under both NAICS code. SUBMISSION DETAILS Contractors desiring to be considered for this opportunity must respond by the closing date below. The Government will utilize the information provided in response to this Sources Sought Notice to select the appropriate contract category. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses shall submit a response package to the items listed below by email to the Contract Specialist T'ann Perrault at T'ann.Perrault@navy.mil and Helen Wernecke at Helen.Wernecke@navy.mil. It is requested that written responses be submitted as an attached Microsoft Word document, limited to 10 pages (inclusive of a cover page), will be in font Times New Roman no smaller than size 12, and 5 megabytes size limitations. Brevity of extraneous information is desired. All responses shall include Company Name, Company Address, Company Business Size under the 2 separate NAICS codes, Company CAGE code, and Points-of-Contact (POC) including name, phone number, fax number, and email address and interest in Prime Contractor or Subcontractor role. One soft copy of the response shall be received at this office no later than 12:00 p.m. Eastern Time on 12 Oct 2010 and reference this synopsis number within the subject line of the email. Item 1: Describe your technical approach for resource capacity surges from 20 to upwards of 60 simultaneous tasks lasting from three to 24 months, developing fixed and rotary wing aviation technical training products such as Level I through Level IV Interactive Multimedia Instruction (IMI) for both operator and maintenance training. Item 2: Describe your company's technical approach to develop and deliver aviation technical training web-based courseware development. Your responses shall reflect your company's understanding of the skills required in order to develop aviation technical training web-based courseware. Item 3: Describe your company's current experience, within the last 5 years, for developing all levels of IMI in support of aviation technical training. Please provide the contract number, dollar value, period of performance and brief scope of work. Item 4: Describe your company's technical approach to develop and deliver a full solution for a medium-to-large sized Naval Air Training and Operating Standardization (NATOPS). Your responses shall reflect your company's understanding of the skills required in order to develop a full solution NATOPS. Item 5: Describe your company's technical approach to develop and deliver aviation technical training Part Task Trainer (PTT). Your responses shall reflect your company's understanding of the skills required in order to develop an aviation technical training PTT. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the current North American Industry Classification Systems (NAICS) Code for this requirement is 541330 and 541511. EVALUATION The Government shall evaluate the contractor's current capability to perform this effort. Capable means that, in the best estimate of the Government technical representative, the contractor has shown the potential to perform the work and has the potential resources to perform the work. Capable does NOT mean that the contractor has previously performed the work, has worked for NAVAIR in the past, has all required personnel ready immediately, or has a local office. Companies may respond in groups by forming joint ventures or using various other teaming arrangements to combine resources to properly staff a larger team. If two or more businesses are deemed capable and fall under a Small Business category, the procurement will be set aside for Small Business.
