AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W45MW202442001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 332995 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-27 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The USA ACC MICC Fort Sam Houston requires the following items, Brand Name or Equal, to the following: LI 001, CLIN0001 (XM10 ARTILLERY SIMULATOR): This requirement is for a propane/ oxygen blast simulator system that will use a propane and oxygen mixture ignited by a commercial spark plug to simulate an explosive detonation. It will be actuated by a control unit that releases the gas mixture into the blast chamber via electronic solenoid valves. The regulators will be commercially available portable oxygen and propane regulators. The unit will be one man portable, weather proof, and shall include a screen shield to protect from objects being placed into the tube. The blast simulator will produce at least 120db and is capable of firing multiple rapid successive shots (approximate 1 second cycle time). This system will include: manual control cable, a 2 channel remote control package (to control all functions), 2 rechargeable batteries, battery charger, oxygen and propane regulators with 25 of gas hose (with quick disconnect fittings) (.250 ID), spare ignition plug and fuse, and operators manual., 2, EA; LI 002, CLIN0002 (XM-10 ARTILLERY SIMULATOR WITH SMOKE): This requirement is for a propane/ oxygen blast simulator that will use a propane and oxygen mixture ignited by a commercial spark plug to simulate an explosive detonation. It will be actuated by a control unit that releases the gas mixture into the blast chamber via electronic solenoid valves. The regulators will be commercially available portable oxygen and propane regulators. The unit will be one man portable, weather proof, and shall include a screen shield to protect from objects being placed into the tube. The blast simulator will produce at least 120db and is capable of firing multiple rapid successive shots(approximate 1 second cycle time). These units will also have an attachment for initiating smoke candles (6 pods per unit). This system will include: manual control cable, a 2-4-8 channel remote control unit (receiver and transmitter unit to control all functions), 2 rechargeable batteries, battery charger, oxygen and propane regulators with 25 of gas hose (with quick disconnect fittings) (.250 ID), spare ignition plug and fuse, and operators manual., 2, EA; LI 003, CLIN0003 (XM-AK47): This requirement is for a propane/ oxygen AK-47 simulator that will use a propane and oxygen mixture ignited by a commercial spark plug to simulate an explosive detonation. Simulator is made from real AK-47 parts sets and non real receiver. Cannot be made to fire any ammunition, classified as a non gun. It will be actuated by a control unit that releases the gas mixture into the blast chamber via electronic solenoid valves. The regulators will be commercially available portable oxygen and propane regulators. The unit will be capable of 10 shot per second rate of fire. The rate of fire shall be adjustable. The unit will have a backpack style assembly that houses the control unit and gas bottles. System includes portable propane and oxygen tanks, and operators manual., 4, EA; LI 004, CLIN0004 (XM-1A): This requirement is for a propane/ oxygen remote controlled machine gun simulators with stand. This simulator will use a propane and oxygen mixture ignited by a commercial spark plug to simulate an explosive detonation. It will be actuated by a control unit that releases the gas mixture into the blast chamber via electronic solenoid valves. The regulators will be commercially available portable oxygen and propane regulators. The unit will be capable of 10 shot per second rate of fire. The rate of fire shall be adjustable. The unit will have a standalone assembly that houses the control unit and regulators that connects to the simulator via quick disconnect hose fittings. System includes: a 12 manual firing cable, 2 channel remote control package (to control all functions), rechargeable battery, battery charger, oxygen and propane regulators with 25 of gas hose (with quick disconnect fittings) (.250 ID), spare ignition plug and fuse, and operators manual., 2, EA; LI 005, CLIN0005 (XM-2A): This requirement is for a propane/ oxygen machine gun simulators with stand. This simulator will use a propane and oxygen mixture ignited by a commercial spark plug to simulate an explosive detonation. It will be actuated by a control unit that releases the gas mixture into the blast chamber via electronic solenoid valves. The regulators will be commercially available portable oxygen and propane regulators. The unit will be capable of 10 shot per second rate of fire. The rate of fire shall be adjustable. The unit will have a standalone assembly that houses the control unit and and regulators that connects to the simulator via quick disconnect hose fittings. This unit shall be weather proof for use in hostile training environments. System includes: a 12 manual firing cable, cycle timer rechargeable battery, battery charger, oxygen and propane regulators with 25 of gas hose (with quick disconnect fittings) (.250 ID), spare ignition plug and fuse, and operators manual., 4, EA; LI 006, CLIN0006: This requirement is for a box (12 per box) of smoke candles. These smoke candles must be electrically initiated and be capable of producing 40,000 cu ft of smoke plus or minus 10 percent based on environmental conditions. These smoke candles must be compatible with the system on CLIN0002., 10, BOX; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USA ACC MICC Fort Sam Houston intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACC MICC Fort Sam Houston is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
