- (i)This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will NOT be issued. Under Statutory Authority 41 U.S.C. 253(c)(1) the Minneapolis VA Medical Center (VAMC) anticipates entering into a sole source procurement with Advanced Mechanical Technology Inc. of Watertown, MA for AccuGait Portable Force Platform with surrounding walkway. The government believes that Advanced Mechanical Technology Inc. is the only manufacturer that will satisfy the agency requirements. (ii) The solicitation number is VA263-10-RQ-0652 and is issued as a Request For Quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-43, July 23, 2010. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR). (iv). The North American Industry Classification System (NAICS) code is 339112, and the size standard is 500 employees. (v) This requirement consists of four (4) line items: CLIN (1): AccuGait Portable Force Platform With Netforce Data Acquisition Software and USB Serial Adapter, to include operator and service manuals. Quantity 2; CLIN (2) 3 Meter Single Platform Walkway, Quantity (1); CLIN (3) Walkway Center Section Surrounding Second Force Platform, Quantity (1); CLIN (4) 600x1200mm Section of Walkway, Quantity (3) (vi) The AccuGait Portable Gait and Balance Platform and Walkway System shall contain: A AccuGait force platform is a portable force platform measuring forces on the Fx, Fy and Fz axes and torques on the Mx, My and Mz axes. The AccuGait force platform is designed for portable use not requiring permanent mounting. Hall effect one piece sensor elements provide extremely high overload protection on all axes. Dimensions: 44 X 500 x 500 mm, Weight 11.4 kg, Channels: Fx, Fy, Fz, Mx, My and Mz, Digital output up to 1200 data sets per second with Serial to USB converter (supplied), Software selectable data rates of 50, 60, 100, 120, 240, 300, 400, 500, 600, 1000 and 1200 data sets per second at 230 K Baud with USB converter, External Sync Signal, NetForce Data Acquisition software. The AccuGait Walkway: The AccuGait portable walkway system is designed to provide a floor surround at the same height as the AccuGait force platform for use during gait or balance studies. This modular system is lightweight; the heaviest section weighs approximately 7.3 kg, and designed with line-up pins and latches for ease of assembly. Lightweight 600 X 1200 X44 mm sections, Aluminum-foam composite construction, Sections with tapered ends, Sections can be latched together, Designed for use with AMTI AccuGait or AccuSway force platforms, to include overall walkway length will be 4.8 meters. (vii) Delivery FOB Destination to VA Medical Center, One Veterans Drive, Minneapolis, MN 55417. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical factors combined with past performance is equal to price.
