- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items / service, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91WAW-10-T-0191 is applicable and is issued as a request for quotations (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. This solicitation is unrestricted under NAICs 423690 (100 employees - size standard). The Nation Capital Region Contracting Center (NCRCC), on behalf of the U.S. Army Information Technology Agency, 1777 N. Kent Street, Rosslyn VA 22209, intends to procure Motorola SmartStream Terminal Data Collector, P/N 538657-001-00, for modernization of existing head-end capability for trouble shooting digital communications terminals (DCT) deployed on the Pent agon Cable Information Network (PCIN) and Installation and Commissioning of the SmartStream Terminal Data Collector (STDC) inside PCIN cable head-end facility, in accordance with the attached performance work statement (PWS). Delivery is requested within one week of effective date of award. The ship-to address is: U.S. Army Information Technology Agency, 1777 N. Kent Street, Rosslyn, VA 22209. The point of contact for this delivery is: Michael Johnson, 703-614-3688, michael.r.johnson@us.army.mil. No Contracting Officers Representative will be assigned. A Firm Fixed Price contract is anticipated. The anticipated award date is 30 September 2010. All responsible sources may submit an offer, which will be considered. Request for quote (RFQ) responses must be submitted IAW instructions of Evaluation-Commercial Items (FAR 52.212-2 and addendum) and provided to the point of contact (Connie Dillingham, Contractor Support Contract Specialist, 703-428-1093, connie.dillingham@us.army.mil) not later than 28 September 2010 at 4:00 PM EST. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The Government will use Lowest Price Technically Acceptable (LPTA) Process and an award will be made to the contractor who is technically acceptable and has the lowest price. OFFEROR MUST COMPLETE AND SUBMIT WITH ITS PROPOSAL the representations and certifications required at FAR 52.212-3 Offeror Representations and CertificationsCommercial Items, and DFARS 252.212-7000 Offeror Representions and CertificationsCommercial Items. The contractor must pre-register on the On-Line Representations and Certifications (ORCA) site - https://orca.bpn.gov/. The contractor must inform in its offer if its representations and certifications have been completed on this site. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, which applies to this acquisition and does not include any addenda, is added by reference. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition and is added by reference. The following clauses within 52.212-5 (b) are applicable to this acquisition: 52.219-6, 52.219-27, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41 and 52.232-33.
