Description
This is a sole/single source, non-competitive notice. This notice of intent is not a request for competitive proposals. This sole/singe source, non-competitive notice is prepared in accordance with FAR parts 5 and 13. FAR Part 6 - Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR part 13, not expected to exceed the simplified acquisition threshold. The United States Department of Agriculture (USDA), Beltsville Agricultural Research Center (BARC), Facilities Service Engineering and Construction Branch has a requirement for the installation of a building fire alarm system to an existing Siemens monitoring system. It is imperative that the new fire alarm system are Siemens parts capable of communicating with the existing network. This network monitors and controls a great deal of USDA's sensitive research systems. The introduction of a non-compatible fire alarm component would jeopardize the entire system's integrity as well as the decades of research conducted within the buildings. It is USDA's intent to negotiate and award a purchase order on a sole source non-competitive basis to Siemens Industry, Inc. located in Beltsville, Maryland. Installation and parts must be compatible with the existing monitoring system. No other vendor's system is capable of providing compatible parts and accessory items for this existing equipment. An award to any other source is not feasible or practical. The purchase order will be awarded using the simplified acquisition procedures of FAR part 13. Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. Responses to this announcement, referencing synopsis number AG-3K06-SC44 may be submitted to United States Department of Agriculture (USDA), Acquisition and Property Division, 5601 Sunnyside Avenue, Beltsville, Maryland 20705, Attention: Sharon Cummings. Responses may be submitted electronically to Sharon.Cummings@ars.usda.gov. Responses will only be accepted if dated and signed by an authorized company representative. Responses are due by COB, 5:00 p.m. E.S.T., September 28, 2010.
