Description
Brand Name Justification (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The requirement will be acquired in accordance with FAR Part 13.5. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation, FA2517-10-T-6006, is being issued as a Request for Quote (RFQ). (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-43. (iv) This requirement will be competed as a small business set-aside under NAICS 325188; Size Standard 1000 Employees. (v) The following items are requested in this solicitation: Item Number Item Unit of Issue Quantity Price 0001 MP2-6U Multiport II USB, Canberra brand name EA 1 0002 2006 Proportional Counter Preamplifier, Canberra brand name EA 1 (vi) Item Description: The items under this solicitation are brand name requirements. Items must be Canberra brand name items to be deemed technically acceptable. See attached brand name justification. (vii) Delivery FOB Destination to Cheyenne Mountain Air Force Station, CO 80914 (viii) The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Jun 2008). All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of proposal submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with proposal. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. (ix) FAR 52.212-2(a) Evaluation-Commercial Items (Jan 1999). Evaluation will be based on Lowest Price Technically Acceptable. (x) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items (Aug 2009), is applicable to this acquisition. All vendors shall be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov)) at the time of Proposal submittal. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Mar 2009), applies to the acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (Dec 2009) (Deviation), applies to this acquisition. (xiii) The following provisions and clauses apply to this solicitation: By Reference: FAR 52.219-6 Notice of Total Small Business Set-aside (June 2003) DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders (Mar 2008); DFARS 252.232-7003, Electronic Submission of Payment Request (Mar 2008); AFFARS 5352.201-9101 Ombudsman (Aug 2005); (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, HQ AFSPC/A7K, 150 Vandenberg St., Suite 1105, Peterson AFB, CO 80914-4350. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (End of clause) The government is NOT offering contract financing for this requirement. (xiv) The Defense Priorities and Allocations System does not apply to this solicitation. (xv) Proposal Submission: Proposal shall include unit price, extended price, DUNS, Cage Code, and Tax ID. Proposals are required to be received no later than 8:00 pm Mountain Standard Time, Wednesday, 29 September 2010.
