Description
1. Contracting Organization: Department of Veterans Affairs, Service Area Office (SAO) East, Network Contracting Activity 8, Acquisition Service Center 4, Construction Team 3, VA Caribbean Healthcare System, San Juan, Puerto Rico. 2. Description of Action: This is a request for other than full and open competition for the procurement of construction services required to install two (2) contractor furnished temporary cooling towers in the main chilled water plant area, install two (2) Government furnished air handling units in the roof of main building, 2nd floor, and install two (2) Government furnished air cooled chillers in the Community Living center chiller plant area. All at VA Caribbean Healthcare System, San Juan PR. VA intents to negotiate and award a firm-fixed price, sole source, contract with Belkro General Contractors, Inc., a VetBiz Registry database registered and certified Service-Disabled Veteran-Owned Small Business (SDVOSB) concern. 3. Description of Supplies or Services: Contractor will provide all labor, materials, tools, equipment, and supervision as required for completing the emergency installations referenced in paragraph 2 above. Work includes rigging, installation of new piping and fittings, electrical connection, ductwork, insulation, and all other necessary fittings. Estimated time for completion is thirty (30) calendar days. 4. Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; (X) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5. Validity of Use of Statutory Authority: The Community Living Center and the main chiller plants of the facility are experimenting low flow and high temperature chilled water supply. In addition, two (2) of the air handling units serving the Spinal Cord Unit area in the 4th floor are failing. Ambient conditions in these areas have deteriorated to the point that immediate action is necessary to protect the well-being of employees and patients and improve their quality of life. Belkro General Contractors, Inc. has the required personnel with the expertise necessary to complete the work in the shortest possible time. Mobilization costs and delays are avoided since the contractor is already mobilized at the area working in several renovation projects involving critical areas of the HVAC system including the replacement of the cooling towers. Contractor has successfully completed several critical renovation projects of the infrastructure on time at this site. Contractor has been determined to be responsible with the experience and capability to complete the work in the shortest time possible under these circumstances. Contractor is registered in the CCR and a VetBiz Registry database registered and certified Service-Disabled Veteran-Owned Small Business (SDVOSB) concern. 6. Actions to Promote Competition: This is a one time action. 7. Determination of Fair and Reasonable Price: The anticipated price to the Government is $155.000.00. Contractor's proposal will be evaluated against the estimated cost. Negotiations will be held, if required, in order to reach a fair and reasonable price. 8. Market Survey (FAR 10): No market survey was performed due to the urgent and compelling nature of the work required. Refer to paragraph 5. 9. Other Considerations: None 10. Listing of Sources that expressed, in writing, an interest in the acquisition: None. Refer to paragraph 5. 11. Statement of Actions to Overcome Barriers to Competition: None. This is a one time action. 12.
