Description
The Army Corps of Engineers, Army Geospatial Center (AGC), has a requirement to produce survey grade Global Positioning System (GPS) Precise Positioning Services (PPS) equipment operable in the military environment. A set will include three GPS receivers with the antennas, cables, data collection capability, data processing capability, rechargeable batteries, and radio data communication capability necessary to form a complete system. The GPS receivers must incorporate an approved Selective Availability Anti-Spoofing Module (SAASM) and be compliant with GPS Wing PPS Host Application Equipment (MAE) requirements. The receivers must be capable of receiving signals from 12 GPS satellites simultaneously on both the LI and the L2 frequencies. Radio communications must comply with section 6-1 of the Army Regulation (AR) 25-2. Information Assurance. Positioning accuracy requirements include: Absolute position, real-time: less than or equal to 4 meters horizontal, less than or equal to 4 meters vertical. Absolute position, post-processed with precise ephemeris: less than or equal to 1 meter horizontal, less than or equal to 1 meter vertical. Differential position, static: less than or equal to 5 mm + I ppm horizontal, less than or equal to 10 mm + 1 ppm vertical. Differential position, Real-Time Kinematic (RTK): less than or equal to 2 cm + I ppm horizontal, less than or equal to 4 cm + I ppm vertical. To participate in this procurement a company must meet the requirements for access to GPS PPS HAE, which include: Be Free from Foreign Ownership, Control and Influence (FOCI). If this is not the case, then the company must have completed actions to negate FOCI in accordance with the DoD 5220.226M, National Industrial Security Program Operating Manual (NISPOM). The company must have a facility clearance at a SECRET level or higher in accordance with the DoD 5220.226M, National Industrial Security Program Operating Manual (NISPOM). Have a Communications Security (COMSEC) account established by the US Government. This requirement is specified in the DoD 5220.22A, COMSEC Annex. The North American Industry Classification System (NAICS) code for this acquisition is 334220 Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing with an applicable size standard of 750 employees. The design will be controlled by the Statement of Work and a Purchase Description. Due to procurement sensitive information, the Purchase Description document associated with the Statement of Work will not be posted to FedBizOpps. In order to obtain a copy of the Purchase Description document, the offeror, must request it directly from the procuring activity upon release of the RFP. This action will be procured using FULL AND OPEN COMPETITIVE PROCEDURES. The anticipated solicitation release date will be on or about 18 October 2010. The anticipated contract start date is 25 November 2010. The Request for Proposal will be released by the AGC Contracting Office, Alexandria Office via FedBizOpps. All interested firms that possess the capabilities and facilities addressed herein are encouraged to respond to the solicitation.
