- GCTC J&A The United States Army Contracting Command, Rock Island Contracting Center awarded a 12-month Time-and-Materials type contract on a non-competitive basis to DRS Technical Services Inc. of Herndon, VA under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source for the procurement of Global Command Terrestrial Communications (GCTC). This effort provides personnel performing operations and maintenance (O&M) communications support for secure and non-secure Video Teleconferencing (VTC), networking, and Deployable Ku-Band Earth Terminals (DKET). This includes specialized VTC operators and Information Technology (IT) support personnel at forward classified sites throughout Southwest Asia, Outside Continental United States (OCONUS) and Continental United States (CONUS) locations in direct support of special users. The required communications support includes all communication mediums and involves a wide number of established and developing protocols, interfaces, multimedia, and other networked systems. These requirements include Everything over Internet Protocol (EoIP) and packet/circuit-switched voice and data. All positions require Secret level clearances, Top Secret, SCI, at time of award. DRS Technical Services Inc. is the only known source with the required personnel on site with specialized experience, security clearances, and operational familiarity needed to perform these required critical services, seven days a week and 24 hours a day, at time of award, without any interruption for this near term effort. Award date was 24 September 2010.
