- acting Command, Joint Munitions & Lethality Contracting Center, Joint Armaments Center, on behalf of the US Army Armament Research Development and Engineering Center (ARDEC), Weapon Systems and Technology Directorate, Indirect Fire Armaments Division, Picatinny Arsenal, NJ 07806-5000, is conducting market research to locate capable firms interested in entering into Blanket Purchase Agreements (BPAs) with the US Government. Contractors may be required to participate in Laser Ignition Integrated Product Development Team (IPDT) meetings via telephone, video conferencing, and other means of web access. Interested sources should identify their unique and/or proprietary capabilities and/or processes in order to distinguish themselves from other like sources. Interested sources should be capable of providing any one, or all of the supplies/services outlined below: The Contractor shall have capability of encapsulating or bonding round doped YAG (Yttrium Aluminium Garnet) rods (3mm- 7mm/length 60mm-120mm) in an optically clear glass or other material sleeve. Encapsulant shall have a 95% or greater transmission through a minimum wavelength range of 780nm- 820nm. The encapsulation process shall not overly inducing stress into YAG component or cause the encapsulated YAG component to lose straightness or deform in measurable or visual ways. The encapsulated rod shall also resist failure due to thermal shock and high and low temperature environments ranging from -40C to 130 C. The Contractor shall have capability of grinding or machining encapsulated rods, or must have a specified subcontractor in place to grind the encapsulated rod into specified polygon shapes with tolerances of +- 0.05 mm across 10mm sides.The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. All information is to be submitted via e-mail (10MB limit) at no cost or obligation to the Government; information provided will not be returned. All responses shall be in the English Language. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email only. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Governments intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be considered. The work performed under this award and resulting orders will be at Picatinny Arsenal, New Jersey area. All interested and potential firms must be registered in CCR, and current firms must update once a year to maintain active status. Whether applying for assistance awards, contracts, or other business opportunities, all entities are considered "registrants". Registration in no way guarantees that a contract or assistance award will be awarded. The following information is required to register in CCR: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. Once a business has been registered in CCR, it can then register in ORCA, https://orca.bpn.gov/. ORCA registration or the submission of a completed FAR 52.212-3 is also required if submitting a response to this notice. Interested firms are encouraged to submit their capabilities/qualification data No LATER THAN October 11, 2010.
