Description
The U. S. Department of Justice, National Security Division (NSD) anticipates a competitive procurement for 20 HP ProLiant DL 380 G7 Servers off of the NASA SEWP IV Contract. This brand name RFQ is for reasons of performance, cost, and time. The network management and monitoring systems in place are specifically designed for this brand and series of server, and adapting it to support other brands would require a large investment of time and labor at significant cost to the government that would exceed any savings that could be achieved through broader competition. Furthermore, the NSD server operators are specifically trained in the operation and maintenance of the HP brand servers. Also, the commonality of parts reduces system downtime and cost of repairs. Therefore, the acquisition of the HP ProLiant High-performance rack-mount servers and other corresponding items is essential to this requirement. This requirement has a Section 508 E&IT Exception in accordance with FAR 39.204, and the requirements in FAR 39.203 do not apply because this E&IT requirement is for (b) a national security system; and (d) is located in spaces frequented only by service personnel for maintenance, repair or occasional monitoring of equipment. Such exception is documented and filed in the contract folder. Therefore, requested items are not required to be compliant with Section 508 for this requirement. However, vendor must indicate whether each product or service is complaint with Section 104 of the Energy Policy Act (EPACT) of 2005 or Federal Energy Management Program. The solicitation number for this acquisition will be DOJ-NSD-10-0590. The Government contemplates award of a firm fixed price contract resulting from this solicitation. Only one award will be made to offeror with the lowest price and all items are technically acceptable. Responses to this notice must be in writing and must be received by 4:00 p.m. on Wednesday, September 29, 2010. The Government will not consider proposals received after the RFQ close date. The North American Industrial Classification (NAICS) code for this acquisition is 423430, and the size standard is 100.
