Description
This project involves the construction of habitat improvement features over approximately 2 miles of Newsome Creek to mitigate the environmental impacts of past dredge mining. The work includes the construction of in-stream habitat structures, new channel meanders, and floodplain along with associated material allocation, earthwork and revegetation. Revegetation will consist of erosion control seeding and on-site transplants only. The project is located on the Red River Ranger District, Nez Perce National Forest, Idaho County, Idaho. To reach the project site, travel approximately 40 miles east of Grangeville via State Highway 14 to the junction with Newsome Creek Road (Forest Service Road 1858). Proceed up Newsome Creek Road approximately 6 miles to a bridge at "Newsome Townsite". Immediately northeast of the bridge is a private residence with a locked gate. The project site is located upstream of the private property. The estimated price range for the base project is between $250,000-$500,000. The estimated price range for combined optional items is between $25,000-$100,000. The solicitation will be issued between December 2010 and January of 2011 with implementation planned for the Summer/Fall of 2011. This project constitutes Phase I of a three phase project and will complete work in the uppermost stream reaches to be treated. Phase II and III will be implemented in the 2012 and 2013 field seasons. A formal pre-bid tour will be held on Thursday, October 21, 2010. Interested parties are encouraged to attend the formal pre-bid tour as the site is difficult to access. Private landowner permission is required and the project site will be under snow during the solicitation period. Do not trespass through the private property to access the site. Attendees should expect a full day hiking the project with roundtrip distances of 3-4 miles to get an idea of the work and 8-9 miles to see the entire project. This solicitation has been set-aside for HUBZone Concerns. Offerors must be certified HUBZone Concerns with the U.S. Small Business Administration to be eligible for consideration.
