- This acquisition is conducted under the authority of the Limited Sources Justification and Approval. The specific regulatory authority is FAR 8.405-6(b)(2) "The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures." Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. We are adding additional units of existing Medtronic Physio-Control including Renewal of Complete Service for LIFEPAK AED, supply replenishment for LPCR, LIFEPAK CR PLUS- fully automatic, wall cabinet surface mount- rolled edges, Heart Safe Pad Service with Training. The Domestic AED program to date tracks 238 CR Plus AEDs deployed at 59 domestic sites. If another AED brand or vendor is selected, DESD would have a problem as there will be two programs to maintain. The impact to the U.S. Government using other items than what are required would prove to be inefficient as alternative products are not available to replace the existing Medtronic Physio-Control LIFEPAKs and as such would be available a much higher price to the Government.
