Description
This effort is being synopsized per FAR 5.207. The Government will issue a Sole Source Contract for Land Mobile Radio (LMR) Maintenance, Repair and professional Subject Matter Expert (SME) services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The object of this effort is to provide services to support, repair and maintain Custom and Border Protection (CBP) owned Motorola radio devices. Motorola maintenance provides for the real-time updates via proprietary software and firmware allowing for the seamless distribution of the encrypted keys to the network. Motorola will provide depot level radio repair service to the CBP fleet by trained and certified technicians to diagnose, troubleshoot and perform appropriate corrective action with a Mean-Time-To-Repair (MTTR) of 4-days. The CBP fleet consists of: ASTRO Spectra Plus and XTL5000 Voice Privacy Mobile Radios ASTRO Saber, XTS300 and XTS5000 Voice Privacy Portable Radios ASTRO Spectra and XTL5000 Voice Privacy Consolette Radios Communications Systems Analyzers The maintenance contract will be awarded based on a comparison of the award to published and historical prices on previous CBP task orders. The Independent Government Cost Estimate (IGCE) and actual units to be repaired and actual support services have been utilized in developing the firm fixed price contract. The lack of competition for this contract action was due to Motorola's proprietary service to CBP. The Period of Performance is 6 months. The Place of Performance is Orlando, FL. The Government intends to award a Sole Source Contract to Motorola on October 1, 2010.
