- NOTICE OF INTENT -The Department of Veterans Affairs (VA) has an immediate need for 0-36MHz Downlink and 0-17.5MHz Uplink (frequencies) Bandwidth which cannot be preempted, to support existing Very Small Aperture Terminal (VSAT) Hub Operations. This action proposes issuance of modification, which changes the scope of an existing Delivery Order with Veteran Corps of America under VETS GWAC Contract GS-06-F-0528Z Delivery Order V0010A 116-E95312. The existing order is for "VA HUB Equipment and Installation" originally issued May 19, 2009. This action adds Bandwidth as a requirement, which was originally provided by Apptis (now Iron Bow), as a subcontractor to Internet Technology Broadcasting (ITB) - both of which have partnered with Veteran Corps of America. This action adds that Bandwidth requirement under the same contractual vehicle that provide the Hub Operations since both are integral to the success of the program. Additionally, the subcontractor on the current contract, is the only source capable of providing the bandwidth required for (1) non-preempt-able and (2) full transponder satellite access without degradation of service to the existing hub locations
