- Solicitation Number:Notice Type: VA257-10-RQ-0369Special Notice Synopsis: The Department of Veterans Affairs, Central Texas Veterans Health Care System (CTVHCS), VISN 17, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Radiological Physics Associates to provide medical and health physicist services. NAICS 541990 applies. The Contractor shall collect and perform analysis of x-ray equipment performance tests, conduct performance tests in accordance with Texas Department of State Health Services regulations contained in 25 Texas Administrative Code §289, ACR, NCRP, and/or any other applicable authority on all radiography equipment and provide written reports to Chief, Imaging Service, Chief, Biomedical Service, and to the Radiation Safety Officer The reports will include a summary of any regulatory discrepancies and physicist recommendations or comments from date of award through September 30, 2011; submit in writing to the Radiation Safety Office, evaluations of monthly dosimeter reports, all findings of on-site inspections and audits, new construction and renovation shielding specifications/evaluations; performance of quality control test or current MQSA final rule requirements to ensure quality assurance requirements are being met in the following areas: automatic exposure control (AEC) performance, kilo voltage peak accuracy, focal spot condition, beam quality and half-value layer, breast entrance air kerma and AEC reproducibility, dosimetry, X-ray field/light field/image receptor/compression paddle alignment, uniformity of screen speed, system artifacts, radiation output, decompression; review and evaluate the results of all tests conducted by CTVHCS mammography as well as written documentation of any corrective action; prepare a mammography survey report to include summary of review and recommendations for needed improvements; perform quarterly on-site health physics/regulatory compliance surveys of the Nuclear Medicine facilities at Temple ICF including all Nuclear Medicine clinic spaces and equipment, the radio pharmacy and its equipment, other restricted areas and their equipment, radioisotope storage areas and inspection of all sealed sources of inventory, leakage and reporting of findings, as required by NRC, NHPP, and/or state regulations. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 1:00 p.m. on September 30, 2010.
