(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 10-233-SOL-00414. The solicitation is issued as a Request for Quote (RFQ) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (iv) The corresponding NAICS code is 541511 and the small business size standard is $25.0 million. (v) List of contract line item number(s) and items, quantities and units of measure – Not applicable. (vi) Description of Requirements – EWITS software development support services. Reference the attached statement of work. (vii) The period of performance shall be one 12-month base period plus two 12-month option periods. Award will be made no later than 09/30/2010. (viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA). (xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. (xii) The clauses at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items, applies to this acquisition. Reference Section I.1 of the attached statement of work. (xiii) Sole Source justification: This acquisition is conducted under the authority of 41 U.S.C 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. The US Department of Health and Human Services, Program Support Center intends to award a purchase order to HandySoft Global Corporation, 1952 Gallows Road, Vienna, VA. HandySoft Global Corporation is the owner and developer of the COTS BizFlow software. As such, HandySoft is the only firm with access to the source code of this COTS product. Because of its unique status, HandySoft is the vendor that developed all of the customizations currently implemented in EWITS for which HRESM requires on-going O&M support (including issue resolution and application maintenance services). As part of the development of the EWITS, HandySoft developed an in-depth knowledge of several HHS HR systems, including Capital HR (formerly EHRP) and QuickHire, with which EWITS interacts via intricate data interfaces. In-depth knowledge of the systems with which EWITS interacts in addition to its knowledge of the interfaces themselves is of unique value to HHS, and is another reason for supporting the continued relationship with HandySoft for ongoing application development. Because of its specialized knowledge and expertise with the BizFlow COTS and the associated EWITS applications and interfaces, HandySoft is the only vendor that can resolve customer issues with existing EWITS functionality and that can implement additional enhancements to support additional functional requirements to address HHS business process and HR reporting requirements. Because HandySoft is the owner and developer of the BizFlow COTS product, all other vendors in the marketplace with a customer requirement for changes to the source code in the Bizflow COTS product must also acquire those services solely from HandySoft by establishing a direct contracting relationship. The HandySoft BizFlow COTS now serves as the basis for EWITS and is an integral part of the HR enterprise architecture for the Department. As such, EWITS interfaces with other HR systems, including Capital HR and Locator (xiv) DPAS – N/A (xv) Quotes are due prior to 4:00 PM EST, September 10, 2010 electronically to the Contract Specialist at Tory.Estabrook@psc.hhs.gov.
