- The GSA Federal Cloud Computing Initiative (FCCI) is a government-wide initiative sponsored by the Office of Management and Budget (OMB). The FCCI focuses on the effective use of IT Infrastructure systems, services and operational practices for use within the federal government. OMB designated the General Services Administration (GSA) as the Managing Partner for this initiative, but governance is shared across more than two dozen agencies. The FCCI is partnering with GSA SmartBUY and the DoD Enterprise Software Initiative to deliver SaaS e-mail acquisition capabilities via enterprise wide BPAs. Definitions of the e-mail capability areas are included in this document for vendor reference. GSA seeks to gain insight into how the Federal Government ordering activities can replace their current enterprise support for email and collaboration with a highly innovative, creative, cost-effective, and evolving environment. The ideal solution would be an integrated tool set through which the government monitors performance metrics and that allows the government to manage through roles and business rules rather than physical control of assets and direct software licensing.
