Description
Solicitation Package (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 10-233-SOL-00415. The solicitation is issued as a Request for Quote (RFQ) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (iv) The corresponding NAICS code is 511130 Book Publishers and the small business size standard is 500 employees. (v) List of contract line item number(s) and items, quantities and units of measure – Not applicable. (vi) Description - See attached request for quote package (vii) Sole Source justification: This acquisition is conducted under the authority of 41 U.S.C 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. The US Department of Health and Human Services, Program Support Center, on behalf of the Office of the National Coordinator for Health Information Technology Programs (ONC). The Government intends to award on a sole source basis to O’Reilly Media, Inc, 1005 Gravenstein HWY, North, Sebastopol, CA 95472.for data that reflects the demand for health IT labor. O’Reilly is the only known firm that can provide the specific data we seek. O’Reilly has a unique source of job listings from the most comprehensive employment website aggregator and is the only firm we could find with the ability to query that data using the methods we require. After searching the internet thoroughly for alternative firms, we found only two other firms that analyze similar data, Monster Worldwide and Wanted Analytics. Neither of these firms, however, can offer us the health-IT specific dataset we seek. Unlike O’Reilly, neither of these firms offers the ability to extract a dataset of job postings using phrase-based queries, which is the only effective way to populate a dataset of health IT-related job postings. Wanted Analytics does not offer phrase-based dataset construction services on its website, and published reports using its data only separate industries based on SOC/O-NET occupational codes. We spoke with staff at Monster Intelligence, the research arm of Monster Worldwide, and learned that Monster could also only help us by populating a dataset based on SOC/O-NET codes. This method is insufficient for our needs for two reasons. First, since these codes are not always assigned to postings by employers and recruiters, a search based on SOC/O-NET codes would fail to locate some uncoded job listings of interest. Second, and critical to our needs, there are no SOC/O-NET specific to health IT. For instance, we need to obtain job postings for electronic medical record software programmers, but the most specific SOC/O-NET code Monster could call upon for this task would be “15-1031.00 Computer Software Engineers, Applications”. Obviously, this grouping is far too broad for our needs, as these job postings would not be specific to health care software. Perhaps the nearest SOC/O-NET code to a health IT-related occupation is “29-2071.00 Medical Records and Health Information Technicians”. Even this code is too broad for our purposes, though, since most of these technicians work with paper medical records rather than electronic medical records and our focus is only on jobs involving electronic clinical data. A term-based querying approach is necessary for our analysis since health IT, as a young and narrow industry, does not yet have industry or occupational coding associated with it for employment tracking. For instance, we need a dataset that includes all postings containing the phrase “electronic health record,” whether those postings are for nurses, software engineers or IT consultants. O’Reilly is the only firm that can provide us with a health IT job posting dataset that is constructed based on such specific phrases.
