- The Pacific Islands Fisheries Science Center under the delegated authority of the NOAA Western Region Acquisitions Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Myriax, Inc for the renewal of a single user license for Echoview TM software including the base and following modules: bathymetry, analysis export, virtual echogram, school detection, fish tracking, and scripting. This software is used by scientific staff to process and analyzebio acoustic data obtained through a hull mounted SIMRAD EK-60 split-beam echosounder on board a NOAA research vessel. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The NAICS code for this requirement is 323112. This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the service may submit substantiating documentation in writing within ten days of this notice. Responses can be faxed to Julie Whitaker at (808) 298-2900 or sent via e-mail to Julie.Whitaker@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The Western Region Administrative Division (WRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
