- This is a Combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-9A73-S-10-0003 and this solicitation is issued as a request for quotation (RFQ). Submit written offers only; oral offers will not be accepted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45. This acquisition is unrestricted. The NAICS code is 335311 with a size standard of 750 (No. of Employees). This modification corrects the description of the UPS to read 30 KVA/27kw and further describes the External Bypass Switch under the accessories. This modification also adds item 002, which is for supplying the UPS as well as removal of existing UPS and installation of new UPS. Please submit pricing for both Line items. DESCRIPTION OF LINE ITEM: The following are this solicitations list of contract line item number(s). 001 - One each Uninterruptible Power Supply Unit as described below: Voltage Range: 120/208 V, 3 phase, 5 wire (3 ph + N + G) Output Power: 30 KVA/27 kw Power Factor: Greater than 0.9 Efficiency: Greater than 90% Power Feed: Dual Runtime with Internal Batteries: 15 Minutes Runtime with External Batteries: 60 Minutes Unit Type: Stand Alone ACCESSORIES: Seismic Kit Internal TVSS External Battery Pack to provide additional 45 minutes of runtime power External Maintenance Bypass Switch and Panel - External Bypass switch should be Eaton Cutler-Hammer or equivalent - Salient characteristics are described as follows: 1. UL 1008 Listing, 2. Make-before-break electrical operation, 3. Pilot devices to show UPS position "Normal" and "Bypassed", 4. Pilot Device to show "Lockout" enabled, 5. Reliable manually initiated electrical operation, 6. High interrupting ratings are standard, 7. Molded case switch designs are available. Remote Monitor Display Panel It is highly recommended that you submit a brochure with your offer that details the UPS you are proposing. 002 - This contract line item is to supply the same UPS as described in line item 001. This line item is for supply of the system as described in 001. Line item 002 adds the removal and disposal of the existing UPS and associated equipment from the current location. This includes removing and replacing existing conduit and wiring to and from the existing UPS in order to match power input and output requirements for the new UPS. DELIVERY: The date of delivery is 45 days after receipt of order. The place of delivery and acceptance is USDA, Forest Service, Northern California Service Center, 6101 Airport Road, Redding, CA 96002. Deliveries are accepted between the hours of 9:00 a.m. and 4:00 p.m. Shipping terms are FOB Destination. The provision "52.212-1, Instructions to Offerors-Commercial" applies to this acquisition and the following are provided as an addenda to this provision. Paragraph (b), entitled "Submission of Offers", Request for Quotation should be submitted on company letterhead with DUNS number and TIN number. The pricing information shall contain the following information: Solicitation Number; Name; address; Telephone Number of Offeror, Price; Any discount terms, Warranty information for item you are proposing, response to non-price evaluation factors and acknowledgement of all solicitation amendments. Quotes must indicate quantity, unit price and total amount. Offers may be submitted via facsimile or e-mail to jvaughn@fs.fed.us. Offers are due to the U.S. Forest Service, Northern California Service Center, 6101 Airport Road, Redding, CA 96002, no later than 4:30 PM Pacific Standard Time on 9/16/2010. EVALUATION FACTORS: The Government will award the contract to the responsible vendor whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price related factors described below. Factor one - Price Factor two - Vendor's availability to deliver UPS by specified date. Factor three - Vendors's applicable past performance and experience. Price and non-price evaluation criteria are equal. In addition to pricing, the vendor shall submit information on their ability to supply the UPS and a proposed delivery schedule. Offerors should furnish a reasonable number of references for past performance. The Government may contact references to inquire: (1) that athe offeror was capable, efficient and effective; (2) that the item provided by the offeror conformed to the terms and conditions of its contract (specifications); (3) The offeror met required delivery time; (4) the offeror was committed to customer satisfaction. Past performance information that will be considered is not limited to the references provided by the offeror. The government reserves the right to award to the quoter providing the best value to the Government. Award may not necessarily be made to the quoter submitting the lowest price. The government will award a contract resulting from this solicitation to the responsive, responsible quoter whose offer conforms to the solicitation and is most advantageous to the Government.
