- NOTICE OF INTENT TO AWARD (FAR 5.101)-The Bureau of Indian Affairs on behalf of The Bureau of Indian Education intends to award a sole-source, firm fixed price purchase to Houghton Mifflin Company for textbooks, NAICS 511130. The total value of this intended award is less than the simplified acquisition threshold. Price quotes are not being requested and a written solicitation will not be used. This procurement will be made pursuant to simplified acquisition procedures and Other than Full and Open Competition authorized by FAR 6.302-1 and FAR 13.501(a)(2). This notice is neither a request for proposals, nor a solicitation for offers. Any other interested organizations/vendors must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact by 4:00 PM (Mountain Standard Time Zone), September 5, 2010. Faxed and e-mailed statements are preferred: The sender(s) shall accept full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to proceed with this procurement on a competitive basis. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement.
