Description
SYNPOSIS/SOLICITATION The National Institute of Standards and Technology (NIST) have a requirement for for Contractor Technical Support Services to perform critical compilations of the spectra, energy levels, and transition probabilities of strontium ions from twenty-five times ionized strontium, at NIST, Gaithersburg, MD. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT AS AUTHORIZED BY FAR SUBPART 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT IS ATTACHED. THIS IS A 100% SMALL BUSINESS SET-ASIDE. PERFORMANCE WORK STATEMENT Compilations of the Spectra, Energy Levels, and Transition Probabilities of Strontium Ions I. BACKGROUND The NIST Data Center on Atomic Spectroscopy is responsible for carrying out critical compilations of the spectral lines, energy levels, and transition probabilities of atoms and atomic ions that are important for a number of national programs, such as for example: • Development of new sources of energy, such as magnetic fusion with tokamak machines. • Understanding spectra observed from ground based telescopes and from space-based telescopes such as the Hubble Space Telescope and the Chandra X-ray observatory. • Improvement of the energy efficiency of electrical lighting produced by High Intensity Discharge sources. • Development of advanced techniques for manufacture of computer chips by microlithography at extreme ultraviolet wavelengths. The work is generally performed by thoroughly searching the published scientific literature to acquire all relevant published papers for an atom selected to be of interest. Desired data are extracted from the relevant papers and compiled into a document that permits direct entry into the NIST Atomic Spectroscopy Database (ASD). As part of this process, the data are checked for reliability. A number of methods are used for these checks: • Comparison of results from different sources for mutual consistency. • Examination of various properties for smooth behavior along isoelectronic sequences. • Comparisons with properties calculated theoretically from first principles with quantum mechanical computer programs. Where necessary, theoretical calculations may be made to fully characterize literature data in terms of quantum properties of the energy levels of the atom that is being characterized. It may also be necessary for the compiler to use the data for the energy levels to derive a value for the ionization potential of a specific ion. These procedures must be performed by an experienced atomic spectroscopist who is familiar with the relevant literature and the computer codes used for reliability tests and further characterization of the atomic structure. Requirement for active registration in CCR: each offeror must have an active registration at www.ccr.gov to be eligible to receive an award under this solicitation.
