Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a total small business set-aside. The National Institute on Drug Abuse on behalf of the Clinical Center has a requirement for a Scintillation Camera. This system will combine the functional imaging capabilities of SPECT with the precise anatomical overlay of CT images: this integration will significantly increase our ability to interpret whole-body biodistribution data of the novel radiotracers we are testing in our AIDS studies. It's functional use is as follows: Following the injection of a radioactive labeled biologically relevant material, the scintillation camera is used to measure its spatial distribution within the body, an organ or tissue, such as the brain, lymph nodes, liver. Another important use is to follow the migration of labeled material, over time. This allows temporal observations to be performed without sacrificing the animal or performing an invasive biopsy or surgery. The benefit of the latter results in being able to use fewer animals to obtain experimental results This solicitation number is RFQNIHNIDA20100903 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. The anticipated contract type is firm fixed price. Delivery is to Poolesville, Maryland. Specific evaluation criteria, in order of importance, are: (1) Ability to meet or exceed the technical specifications; 2) ability to deliver on time and within specifications; 3) past performance of 3 similar requirements in scope and size within the last 3 years. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
