SB1341-10-RQ-0789 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT AS AUTHORIZED BY FAR SUBPART 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT IS ATTACHED. THIS IS A 100% SMALL BUSINESS SET-ASIDE. I. BACKGROUND INFORMATION The Small Force Metrology Laboratory (SFML) operates several experiments that use fiberoptic interferometers to measure spring deflection for high resolution force measurement. These sensors find application in the NIST feedback stabilized break junction experiment, the NIST single-molecule tensile tester, and the NIST photon momentum experiment which are being used to measure and characterize various intrinsic and quantum based nonmechanical forces. Contractor Qualifications: Contractor shall have a PhD in Physics or Engineering as well as 15 years experience; the bulk of this experience must encompass designing and constructing precision instruments for metrology, design and implementation of precision optomechanical positioning systems with nanometer resolution, design, build and test experience with precision automation and control systems, and documented examples of automated measurement and test platforms. Ability to work independently as necessary. II. SCOPE OF WORK The purpose of this requirement is to contract for an expert precision engineer who can contribute to the SFML's ongoing characterization of atomic, molecular, and optical forces in the following areas: 1) Fiber optic component and system test engineering: Develop, document, and execute testing protocols for the assembly of fiber optic interferometer systems to improve the yield of systems that are capable of shot noise limited displacement detection. 2) Optoelectronic engineering: Develop low noise photodetectors for fiberoptic sensor systems that are used by the SFML. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-44. Requirement for active registration in CCR: each offeror must have an active registration at www.ccr.gov to be eligible to receive an award under this solicitation.
