Description
DISA/DITCO intends to issue a purchase order for the procurement of Symantec Netbackup software and maintenance, as well as associated Dell hardware products, for DISA PEO-IA4. The period of performance will be from the date of award through one year. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software, maintenance, and hardware must request a copy of the solicitation via email to lynn.buss@disa.mil. Responses are due by 2:00 P.M. (Central Time) on 08 September 2010. The resultant contract will be firm fixed price. All responsible sources may submit a proposal that will be considered. The NAICS code is 541519 for this procurement. This procurement will be implemented on the Non Person Entity (NPE) system in order for the NPE to be effectively set up under the Continuity of Operations (COOP). The Symantec software and Dell hardware combined together will provide an effective backup solution. The Federal Preparedness Circular (FPC) 65, the Continuity of Operations (COOP) mandate, requires that Federal agencies recover essential operations within 12 hours of any type of systems and facilities outage, including emergency and disaster. Several years ago, Symantec Netbackup software and associated hardware was acquired for the PKI SAN/COOP. Symantec provides essential software capabilities that rapidly automate recovery of computer systems and data, locally and remotely, without the need for manual recovery. Symantec software addresses compliance with FPC 65 COOP mandates in a framework of information protection, automated availability, and content and messaging management solutions. It covers three areas critical to ensuring reliability and recoverability as follows: continuance of day-to-day operations, which builds an early warning system to alert before outages occur; continuance of operations when local failures occur by constantly mirroring production data; and continuance of operations when site and regional failures occur. All upgrades and revisions for these installed products are proprietary to and released strictly by Symantec to their authorized resellers. Until such time as another manufacturer's product has been tested, evaluated, and proven to offer a higher return on the initial investment, maintaining the installed Symantec software and the associated hardware required to run the software continues to be the most cost effective solution for the PKI COOP.
