Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M67854-10-T-0024 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 and DFARS change Notice 20100802. Contract line item number 0001 is for one (1) Multiple Processor Unit (MPU) meeting the description in the attached statement of work. Delivery and acceptance will be to Program Manager Advanced Amphibious Assault (PMAAA), 14041 Worth Avenue, Woodbridge, Virginia 22192-4123 on or before 112 days after Contract Award. Delivery terms are FOB Destination. FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and an addendum to the provision is attached. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition, and the specific evaluation criteria to be included in paragraph (a) of that provision are (i) technical capability of the item offered to meet the Government requirement; (ii) price; and (iii) past performance. The Government intends to award up to two (2) contracts for this procurement of a commercial Multiple Processor Unit (MPU). Offerors are advised to include completed copies of provisions FAR 52.212-3 with ALT 1, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000 Offeror Representations and Certifications--Commercial Items with their offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition, and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52.204-10 Reporting Executive Compensation and First-Tier Subcontract Awards; 52.222-3 Convict Labor; 52.222-19 Child Labor, Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-13 Restrictions on Certain foreign Purchases; 52.232-33 Payment by Electronic Funds Transfer, Central Contractor Registration; and 52.247-34 FOB Destination. DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this solicitation and the following additional DFARS clauses cited in the clause are applicable to the acquisition: 252.203-7000 Requirements Relating to Compensation of Former DoD Officials; 252.211-7003 Item Identification and Valuation; 252.225-7021 Trade Agreements; 252.232-7003, Electronic Submission of Payment Request; and 252.247-7023 Alt III, Transportation of Supplies by Sea. The successful contractor shall be required to invoice through the Wide Area Work Flow (WAWF) system at https://wawf.eb.mil. All proposals must include the following information: Company ™s complete mailing address, discounts for prompt payment, if any (e.g. 1% 10 days), CAGE Code, Dun & Bradstreet number, Taxpayer ID number, FAR 52.212-3, DFARS 252.212-7000, and Unit Pricing. Proposals shall be submitted electronically to email adamsjl@efv.usmc.mil and are due no later than 5:00 p.m., EST on 13 October 2010. No facsimile proposals will be accepted.
