Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government intends to award a fixed price contract to provide a Materials Test System. The test system will be used to measure the amount of force, fatigue, etc., before breakage on materials such as fiberglass utilized on aircraft. The testing instrument shall be fully capable of performing ASTM C-393 and C-297 test specifications on composite materials over a temperature range of room temperature to 350 degrees Celsius. The test system will consist of the following: a.150kN (33,600lb) capacity load frame b.Load weighting system providing full system capacity (150KN), and low capacity (30kN) load cell c.Software for machine control, data acquisition and data manipulation. d.Temperature chamber and test fixtures e.Serviceability and system installation of all the components must be full integrated and supported by the vendor. The Government intends to award to an ISO-9001 and ISO-17025 or equivalently certified manufacture. Delivery will be required FOB destination NSWC Crane, 60 days after contract award. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering price and past performance factors.
