- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404, under the authority of Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and no other supply or service will satisfy the agency requirements, to procure twenty (20) GeneMapper® ID-X v1.2, Single Full Installation Licenses. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only Applied Biosystems can provide the requested software. GeneMapper® ID-X Software is an integral component of FBI's Applied Biosystems instruments, reagents, software for human-identity applications. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 11:00 AM, EST, Tuesday, September 7, 2010 by e-mail to Christina R. Sims at Christina.Sims@ic.fbi.gov. The capability statement must reference solicitation number 10-Q-LDQ003950. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with FAR Parts 12 and 13. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a) and must be registered in the Central Contractor Registration Database at http://www.ccr.gov.
