- Special Notice: RECOVERY - Provide Support Services for NIH ARRA Construction Program and Projects This Notice is provided for informational purposes only. This opportunity will be awarded as a task order under a current competitively awarded 8(a) Indefinite Delivery Indefinite Quantity (IDIQ) contract to: Management Solutions, Inc., Contract Number HHSN292201000001I. The contractor shall provide Construction Quality Management and Quality Assurance services to NIH's Office of Research facilities for nine "Shovel Ready" ARRA projects that provide new biomedical research facilities or improve the condition of existing NIH Facilities. These nine projects are: 1) Building 10 F-Wing renovation, phases A &B, 2) the West Utility Tunnel design/build, 3) Cyclotron Exhaust System repair, 4) Building 10, ACRF HVAC upgrade, 5) roof repairs on multiple buildings, 6) Steam Line and Manhole #69 replacement, 7) Building 60 Chilled Water and Steam, 8) Building 4 renovation, and 9) Building 12 Continuous Power and Upgrade, Phase 3. Project Management and Support Services provided will include: Monitoring, tracking, and facilitating project progress Evaluating contracts for timing, costs, and other special technical requirements and preparing Best Value Source Selection criteria Mediating procurement/design issues Assisting with SOWs, required documentation, Source Selection Reports, and responses to OAMP's comments and offeror's Requests for Information (RFIs) during bidding Providing estimates, constructability reviews and construction oversight Monitoring Change Orders, RFIs and contractor performance Reviewing and Evaluating QA/QC and Safety measures and insuring project execution is coordinated with site constraints Assisting with project close-outs, review and analysis of contractor claims, and recommendations for claims mitigation THIS TASK WILL BE AWARDED IN ACCORDANCE WITH THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009.
