Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HSCEMD-10-GSMGPA, is issued as a request for quotation (RFQ) for a purchase order for 25 GSM Trackers meeting the specifications listed below. Quotes are due by 8:00 am CST, 14 September 2010. Quotes shall be submitted via email to Alice Hancock, Contract Specialist, alice.hancock@dhs.gov, or faxed to (214) 905-5568. Vendors are responsible for confirming receipt of their quote. Quotes received late may not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective 2 August 2010. The NAICS Code is 334220 and the small business size standard is 750. To be eligible for award the vendor must be listed with current status on the Central Contractor Registration (CCR) website (www.ccr.gov) and the vendor's representations and certifications must be updated and complete in the Online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov/. The Government intends to award without discussions, however reserves the right to hold discussions if determined to be in the best interest of the Government. QUOTE SUBMISSION REQUIREMENTS Submit a unit price and total price for 25 trackers as specified below delivered, Freight On Board (FOB) destination to: Homeland Security Investigations 10720 Richmond Hwy, Stop 5118 Lorton, VA 20598-5118 Attn: Traci Hartsell Submit the specifications/product description sheet for the trackers to be furnished that supplies sufficient information for the Government to determine the trackers will meet the required specifications. List the delivery time. Identify any prompt payment discounts offered. EVALUATION AND AWARD Quotes will be evaluated according to FAR Part 13, Simplified Acquisition Procedures. The Government intends to award to the vendor with the lowest priced technically acceptable quote. By submission of a quote, the contractor affirms the items to be supplied will meet all the specifications identified in this request for quotes. TECHNICAL SPECIFICATIONS FOR TRACKERS • Uses a uBlox GPS module compatible with, and utilizes AssistNow Online and Offline. • Connects to and communicates with DHS-HSI Unitrac Server. This communication must report positions, as well as command the unit. • Uses a Quad-Band GSM Cellular module • Contains one or more inputs AND outputs. • No larger than 4.75" Long X 1.5" Wide X 0.375" High. • Uses a non-specific GSM provider (unlocked) • Provides the use of (user option) either internal or external antennas for Cellular and GPS • Capable of reporting at a rate faster than one location every 30 seconds. The user can command the unit to report at other rates remotely. • The unit can log positions and report at a different intervals. CLAUSES AND PROVISIONS: The following provisions and clauses apply to this acquisition: Vendors shall include a completed copy of the provision at 52.212-3, Vendor Representations and Certifications -- Commercial Items, with its quote, as required.
