- The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with V.H. Blackinton & Co., for Special Agent and Task Force badges. V.H. Blackinton & Co., is the only source wtho holds the mold for Special Agent and Task Force badges. The Government intends to solicit and negotiate with only the one responsible source under the authority of FAR 13.106-1(b) "Soliciting from a single source." The Government anticipates the award of a firm fixed price purchase order. The notice is not a request for competitive quotation. The determination to open competition is soley within the discretion of the Government. No telephone inquires will be accepted.
