- Description
- The contractor shall provide all labor, transportation, materials, equipment, and supervision to provide refuse collection, disposal services and recycling as required per the contract specifications. Contractors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract has been awarded. The accomplishment of this work effort will be via a combination Firm Fixed-Price (FFP) / Indefinite Quantity (IDIQ) Contract (NFAS 5252.216-9310) for supplies or services specified. The contract shall be awarded with a base period with four (4) additional 12-month periods to be exercised at the discretion of the government. The propose procurement will be issued as a NAVFAC Electronic Support contract with online ordering capability using DOD Emall. Acceptance of Government Purchase Credit Card is required along with the purchase of DOD Emall Encrypted software. The department of the navy intends to issue a solicitation and award shall be made utilizing FAR part 13.5 “ Test Program for Certain Commercial items. This solicitation will be issued Unrestricted, all large firms shall be required to provide a subcontracting plan prior to award. All prospective contractors are required to be registered in the Central Contractor Registration (CCR) Database. All Contractors shall submit Annual Representations and Certifications via the Online Representation and Certification (ORCA) at Http://orca.bpn.gov in conjunction with required registration in the CCR database. In accordance with FAR 5.102(d), all solicitation documents will be limited to electronic medium using Adobe Acrobat (pdf) format. Solicitation package will be made available after 13 September on the navy Electronic Commerce On-line (NECO web site https://www.neco.navy.mil/.
