Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services from Oxford Gene Technology, Sandy Lane, Yarntown, Oxford OX5 1PF Uk to perform labeling, quality control, hybridization and array scans (for DNA methylation, microRNA (miRNA) and gene expression analyses) as well as data extraction and analysis on 68 DNA and RNA samples extracted from blood of subjects in melanoma-prone families. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541380 and the business size standard is $12 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The Division seeks to take advantage of rapidly changing technologies, other scientific developments, and intramural/extramural partnerships to enhance and accelerate its molecular epidemiology research, a key strategic initiative that will provide new insights into gene-environment interactions, mechanisms of carcinogenesis, and strategies for the prevention, early detection, and treatment of cancer. The purpose of this procurement is to allow the NCI to identify genome-wide changes in the patterns of methylated CpG islands in promoters and the differential expression of miRNAs as well as downstream gene expression levels including the expression of lincRNAs t hroughout the genome that: a) may be associated with germline CDKN2A mutation status; and b) may be associated with modifying CMM risk among CDKN2A mutation carriers. The Contractor shall perform DNA methylation profiling using human CpG methylation microarray (Agilent 1x244K microarray, ID G4492A containing 27,800 CpG islands covering 21MB), perform miRNA profiling using human miRNA microarray (Agilent one 8x15K microarray [human release 14.0], ID number G4471A-025987 containing human and viral miRNAs from the Sanger miRBase); and perform gene expression profiling using human expression array ( Agilent SurePrint G3 Human GE 8x60K Microarray, ID number G4858A-028004 based on updated transcriptome databases for mRNA targets and include probes for long intergenic non-coding RNAs (lincRNAs)). Oxford Gene Technology was the first company to be named as a High-Throughput Certified Service Provider (HT CSP) for Agilent microarrays. OGT can provide a complete end-to-end service package for DNA methylation, miRNA and gene expression analyses including DNA and RNA QC checks and processing for array analysis and data output. OGT also uses the above Agilent array platforms for these processes. Oxford’s strict quality controls are critical for the success of NCI’s ongoing efforts to identify disease-related epigenetic profiles. Using OGT as a single provider will prevent potential transport and project logistic problems with regard to sending different samples to different service providers for analyses. Using the Agilent array platforms and the overall service provided by OGT will ensure that results produced under this contract are comparable between the analyses as well as to data previously obtained from melanoma analyses. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 17, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
