Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adolescent and school Heath (DASH) intends to negotiate on a sole source basis with the National Association of School Nurses (NASN), Silver Spring, MD, an award to conduct food allergy activities for school settings. CDC intends to procure services applying the simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b). The associated North American Industrial Classification System (NAICS) code for this procurement is 541690. The goal of this procurement is to further develop strategies to address food allergy management in schools, particularly focused on school nursing practices. Market research revealed that while some organizations include schools nurses among their members, their missions are to meet a broader constituent purpose (e.g., strengthen school health, support the needs of teachers), and they do not have the extensive experience in nursing procedures that NASN does. The NASN is the only organization exclusively devoted to improving the capacity of school nurses and that exclusively meets the needs of school nurses. No other organization meets the required level of expertise and experience in advancing school nursing practice. No other organization has similar reach to school nurses (NASN has 14,000 members) to obtain comprehensive and nationally representative information about school nursing professionals' readiness to address school food allergy and anaphylaxis, to participate in pilot testing, and as a network for distribution. NASN is an affiliate member organization, which includes associations in 49 states and the District of Columbia. Their materials, conferences, training and other services are provided to every school nurse in the nation. NASN is uniquely positioned to engage the physician perspective as they are one of three current non-physician members of the American Academy of Pediatrics Council on School Health. The anticipated performance period is 12 months. The vendor will perform the following tasks related to food allergies in school settings in a location convenient to the vendor: 1) Within four months of award using a systematic review of school nursing practices, identify evidence based practices that support the comprehensive management of all chronic conditions in schools, and develop and test a methodology to ensure a comprehensive approach to managing chronic conditions; 2) Within 10 months of award, identify and submit key findings and recommendations for nursing best practices and policies related to food allergy management that also encourage integration into the school health practices and strengthen school nurse collaborations with school staff, health care providers, and parents in managing food allergies in schools. A supporting tool or template for use by school nurses will accompany the recommendations. Recommendations will minimize service duplication, integrate easily into exiting procedures, and reflect good medical practice. Minimum qualifications include 1) Timely access to a large and representative (geographical, rural/urban/inner city, school size, racial/ethnic and SES diverse students) base of school nurses for input and pilot testing of tools; 2) Expert knowledge of school based health policies, 3) Expert knowledge of school nurse practices related to health services and food allergy management, 4) expertise in developing school health practices and policies 5) Expertise in providing relevant professional development for school nurse practitioners. 6) Experience in developing tools and resources for school health service and schools that have been endorsed by or developed in collaboration with medical and governmental partners. CDC is not requesting competitive proposals and no solicitation is available. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. In compliance with FAR 5.207 (c)(15)(i), all responsible sources may submit a proposal which shall be considered by the agency. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
