Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services regarding H. pylori, cag A status, and pepsinogen levels and stomach cancer risk in the Cohort Consortium from Karolinska Institute, Department of Medical Epidemiology, P.O. Box 281, S-171 77, Stockholm, Sweden. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 621511 and the business size standard is $13.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Epidemiology and Genetics conducts studies in the United States and abroad to identify and evaluate environmental and genetic risk factors that may be associated with cancer risk. Helicobacter pylori infection is a well-established risk factor for stomach cancer. The cag A strains of H. pylori are known to be particularly virulent and associated with a greater excess risk of stomach cancer. Infection with this gastric pathogen leads to progressive pathologic changes from atrophy to dysplasia and ultimately cancer. Levels of pepsinogens in the stomach have been shown to be a good indicator of presence of gastric atrophy and an informative predictor of subsequent gastric cancer development. Together, markers of H. pylori infection and pepsinogen levels form the foundation of gastric cancer epidemiologic research. Evaluation of other potential gastric cancer risks and mechanisms of progression, including genetic susceptibility, must take into consideration of H. pylori infection and gastric atrophy as indicated by pepsinogen levels. The purpose of this procurement is to study cancer risk in Cohort Consortium in 1731 samples to be assayed for Pepsinogen I, 1731 samples for Pepsinogen II, 1731 samples for H. Pylori whole cell antibody, and 724 samples for Cag A ELISA assays. The analyses of pepsinogens I and II, H. pylori whole cell antibodies, and cag A status to be covered by the proposed procurement are for additional subjects in an extension of an existing stomach cancer study. NCI has expanded the size and scope of the stomach cancer study nested within cohorts in the Cohort Consortium to allow for greater power and more refined data analysis of subgroups of population and gene-environment interactions. In order to ensure that results for samples from the additional subjects in this expanded study are comparable to results for the initial set of cases and controls, it is important that the assays be conducted in the same laboratory by the same technicians to remove any laboratory variables that could be impossible to control otherwise. In addition, Karolinska has extensive collaboration in Asia and Europe, and has first-hand knowledge about sample conditions and the differences in type of H. pylori infection in Asia vs. western countries. This experience is critical for handling the samples and selecting the appropriate laboratory reagents for samples in the proposed contract, which includes samples from Asia, Europe, and the U.S. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 17, 2010 11:00 a.m. EST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
