- 1449 Attachments - PBSOW, Instructions, etc.. SF 1449 The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Services (APHIS), Plant Protection and Quarantine (PPQ) has a need for a Contractor to perform removal and Installation of Aircraft Global Positioning System on three (3) of their Government-Owned aircrafts. The aircrafts are located at Moore Air Base in Edinburg, Texas. Interested vendors must have Federal Aviation Administration (FDA) Certified Avionic Technicians. This is a Performance Based services requirement being procured under the Simplified Acquisition Procedures (SAP). This is designated as a total Small Business Set -aside procurement. The CO has determined this requirement will be acquired as a Commercial Service. All questions must be submitted in writing. No telephone calls please.
