- The Naval Surface Warfare Center, Carderock Division (NSWCCD), has a requirement to purchase a High Rotational Speed Friction Stir Welding machine. The ECS FSC system directly addresses the project mission to develop technological advances to improve manufacturability and affordability to complement Alcoa ™s redesign efforts. In accordance with the format in Federal Acquisition Regulation (FAR) Part 13 Simplified acquisition Procedures. The proposed contract action is being solicited on a sole-source basis to Engineering Consultant Services, of Statesville (ECS) of NC. Engineering Consulting Services (ECS) in conjunction with the Wichita State University Dept. of Mechanical Engineering, has developed a unique friction stir system that has a proven ability to allow a low-force(less than 200 lb). travel and downward forces), small footprint, inexpensive design that could be used for ship repair and on-site fabrication. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
