- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Reference HSFLAR-10-Q-00069 issued as a Request for Quotations (RFQ) with the evaluation and award prescribed in FAR Part 13 Simplified Acquisition Procedures. This is requirement is 100% set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 322211. The size standard is 500 employees. The government intends to award a firm fixed price purchase order on an estimated not-to-exceed basis. Delivery time requirement is 10 working days after receipt of each individual request. Individual requests will be placed by the Contract Specialist/Contracting officer by email to the Contractor. The Contractor shall provide an email address to receive requests. Invoices are to be submitted after each individual request and the Government will only pay those items requested and received. The U.S. Department of Homeland Security, Federal Law Enforcement Training Center (FLETC), 1300 West Richey Ave, Artesia, NM is seeking targets on 275-C corregated material. The estimated not-to-exceed (NTE) quantities and type of targets are as follows: 1. Transitional Target-2, Blue with Neck Line, Special Cut, 38-5/8" X 24", to have a 1/2 inch round hole centered at the top of target and two 3/4" deep X 3/8" wide, 6 and 1/8 inches apart - centered at the bottom of the target, FLETC Code CB - Estimated NTE Quantity 2,500 each per month. 2. Transitional Target-1, Green, 38-5/8" X 18", to have a 1/2 inch round hole centered at the top of target and two 3/4" deep X 3/8" wide, 6 and 1/8 inches apart - centered at the bottom of the target, FLETC Code CBT1 - Estimated NTE Quantity 1,500 each per month. 3. Transitional Target-3, Light Blue, Special Cut, 38-5/8" X 24", to have a 1/2 inch round hole centered at the top of target and two 3/4" deep X 3/8" wide, 6 and 1/8 inches apart - centered at the bottom of the target, FLETC Code CBT3 - Estimated NTE Quantity 4,500 each per month. 4. Transitional Target-2, Blue with Neck Line, 24-1/2" X 48", FLETC Code LCB - Estimated NTE Quantity 8,000 each per month. 5. Transitional Target-1, Green, 16" x 48", FLETC Code LCT1 - Estimated NTE Quantity 1,800 each per month. 6. TQ-15, Tan, (USBP), 24" X 48", FLETC Code LT15 - Estimated NTE Quantity 2,500 each per month. 7. TQ-15, Black, (USBP), 24" X 48", FLETC Code LTQN - Estimated NTE Quantity 1,200 each per month. 8. Two Prints of TQ15 Reduced, Tan, (USBP), 16" X 48", FLETC Code LTR2 - Estimated Not-to-Exceed Quantity 500 each per month. 9. Transitional Target-3, Light Blue, 24" X 48", FLETC Code LTT3 - Estimated Not-to-Exceed Quantity 2,500 each per month. 10. TQ-15, Black, (USBP), 24" X 38-5/8", Special Cut, to have a 1/2 inch round hole centered at the top of target and two 3/4 inch deep X 3/8 inch wide, 6 and 1/8 inches apart - centered at the bottom of the target, FLETC Code TQ-N - Estimated Not-to-Exceed Quantity 1,000 each per month. 11. TQ-15, Tan, (USBP), 24" X 38-5/8", Special Cut, to have a 1/2 inch round hole centered at the top of target and two 3/4 inch deep X 3/8 inch wide, 6 and 1/8 inches apart - centered at the bottom of the target, FLETC Code TQCB - Estimated Not-to-Exceed Quantity 50,000 each per month. 12. Reduced TQ-15, Tan, (USBP), 16" X 39", to have a 1/2 inch round hole centered at the top of target and two 3/4 inch deep X 3/8 inch wide, 6 and 1/8 inches apart - centered at the bottom of the target, FLETC Code TQR2 - Estimated Not-to-Exceed Quantity 1,000 each per month. Two each target samples will be required, upon request, prior to award at no additional cost to the Government. Samples will be provided within five working days of request. Pricing shall include all shipping charges (FOB destination) to the Federal Law Enforcement Training Center, 91 Gunpowder Road, Artesia, NM 88210. The period of performance will be October 1, 2010 - September 30, 2011. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the Central Contractor Registration (CCR) database at (https://www.bpn.gov/ccr/). Offerors are encouraged to, and must upon request, present their representations and certifications through the Online Representations and Certifications Application (ORCA) at (http://orca.bpn.gov). All quotes are DUE by September 10, 2010: 4:00 PM (MST). 52.232-18 Availability Of Funds (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
